Background
This property located in Northeast North Carolina was home to two pulverized coal power plants, ROVA I and ROVA II known collectively as the 220 MW Roanoke Valley Energy Facility. Upon commercial operation in 1994, the facility was owned by a Louisville Gas and Electric / Westmoreland Coal Company Partnership. Westmoreland acquired LG&Es portion of ownership in 2005 and in February 2017 both plants were retired due to market conditions. GENOVER acquired the plant soon after retirement.
Execution
With the pulverized design of the plant and changing market conditions, a path forward for the existing facility could not be achieved so GENOVER mobilized to start demo, coal removal and site remediation in late 2017. As part of the purchase agreement, GENEOVER assisted previous ownership in selling their stockpiled coal as well as the capacity they still owned. GENOVER modified the coal handling equipment of the facility, reversing coal flow and installed an overland conveyor to direct 82,000 tons of coal back into rail cars for transport to port. In parallel GENOVER worked with Dominion Energy to dis-engage from their substation located onsite. Remediation and demolition operations were completed in Q1 2019.
Municipal and government cooperation:
Furniture and supplies were donated to local schools and nonprofit organizations including Halifax Community College and the Center for Energy Education.
